New report examines OpenAI restrictions on competing model development
A new research report examines OpenAI output-use restrictions and proposes permission checks for Sovereign Source model development. It distinguishes hosted customization from independently distributed models.
Restrictions and uncertain boundaries
The report examines individual, business and program-specific conditions, including exceptions and commercial consequences. It does not interpret output-use restrictions as a universal ban on independently creating language models.
Proposed permission checks
The report proposes permission and provenance reviews for generated training material, evaluation feedback, coding assistance and purchased data. It proposes preserving chat archives as historical records without automatically admitting them as training data.
Separate licensing routes
The report distinguishes OpenAI-hosted distillation from proposed training for an independently distributed Nemotron adaptation. It also separates downloadable model licensing from permissions for hosted outputs. Nemotron 3 Ultra remains the proposed project target.

The README and frontier-lab audit now direct readers to the dedicated report on restrictions, exceptions, commercial exposure and unresolved boundaries.
