New draft audit compares model provider terms and proposes creator reward controls
A new draft audit compares provider terms on ownership, training permission, attribution and compensation. It proposes separate rights records and creator reward controls.
Separate rights and obligations
The draft distinguishes ownership, reuse permission, training permission and compensation obligations. It proposes recording these separately because output ownership alone does not authorize training another model.
Conditional Nemotron proposal
The draft proposes retaining Nemotron as the adaptation target, subject to review of the exact checkpoint license. It also proposes an independent rights registry, contribution review process and rewards ledger. These controls would cover SIP-added material without establishing permission, attribution or payment for every upstream training source.
Review scope and limits
The audit distinguishes consumer services, business access and downloaded model weights. It reviews public terms rather than actual training datasets, private agreements or implementation compliance. Its proposed controls remain design recommendations, and the draft provides no procurement approval.
